Admitted to the West Virginia Bar in 1943, Mr. Bachmann is a graduate of Stanford University (A.B.) and West Virginia University (L.L.B.).

With more than 50 years of experience as a successful trial and appellate lawyer, Mr. Bachmann provides guidance to the firm and serves as an invaluable resource to Bachmann, Hess, Bachmann & Garden’s team of litigators.  He has practiced before the Supreme Court of the United States and the U.S. Courts of Appeal for the 3rd, 4th and 11th Circuits.  He served on the Board of Editors of the West Virginia Law Review and is a past president of the Ohio County Bar Association.  Mr. Bachmann has contributed his talents to numerous professional and community organizations.  His law license is inactive.

Admitted to the West Virginia Bar in 1966, Mr. Hess is a graduate of Vanderbilt University (A.B.) and West Virginia University (J.D.).

Concentrating in cases involving toxic tort, product liability and personal injury as well as Estate Administration, Mr. Hess is admitted to practice in the U.S. 4th Circuit Court of Appeals, as well as the United States and West Virginia Supreme Courts.

Mr. Hess' varied experience and associations include service as City of Wheeling Municipal Judge (1970-1987); President of the Ohio County Bar Association (1980-1981); member of the West Virginia State Bar, International Association of Defense Counsel, Defense Trial Counsel of West Virginia (Board of Governors, 1984-1990) and Fellow, American College of Trial Lawyers (State Chair 1998-1999).

While a student at the West Virginia University College of Law, Mr. Hess served on the Student Board of Editors (1964-1965) and as Associate Editor (1965-1966) of the West Virginia Law Review.

Strongly committed to community service, Mr. Hess is a past National President of the Benevolent and Protective Order of Elks (1991-1992). He is a Founder and Past President of Big Brothers and Big Sisters of the Upper Ohio Valley, and for 40 years served as a member of the Board of Trustees of the Ohio County Public Library, the last 15 years as its Chairman.


Admitted to the West Virginia Bar in 1985, Mr. Miller attended Duke University and West Virginia University (B.S. Summa Cum Laude, and J.D.).

He is a member of the WV State Bar, a Past President of the Defense Trial Counsel of West Virginia, and he currently serves as the Chief Municipal Court Judge for the City of Wheeling, WV.  He is admitted to practice in the U.S. District Courts for the Northern and Southern Districts of West Virginia, as well as the U.S. Supreme Court.

Mr. Miller concentrates his practice in insurance defense work, representing employers in deliberate intent cases, representing architects and engineers in professional liability cases, and the representation of defendants in toxic tort exposure cases.

Active in community service, Mr. Miller is a Past Exalted Ruler and Trustee of Wheeling Elks Lodge No. 28, and is also a Past State President of the WV Elks Association.  He currently serves the WV Elks Association as Chairman of both its Scholarship and Statutory Law Committees.  Mr. Miller was recently appointed to the Elks National Judiciary Committee where he serves as one of only eight attorneys from across the nation in that capacity.

In his spare time, Mr. Miller is also a veteran high school basketball official, having officiated for 25 years with the Ohio Valley Board of Basketball Officials.
